Jennifer Fredericks

Sales Director

Jennifer Fredericks is a Sales Director with Solve Fixed Income, a platform providing data, analytics and workflow solutions for buy side, sell side, issuers and service providers within all asset classes of fixed income. With a robust background in business development and leadership roles across prestigious firms, Jennifer brings extensive expertise to her current position. Prior to joining Solve, Jennifer was the Director of Business Development for Ice Miller, supporting national sales initiatives with a focus on the needs of public clients across the firm and among many practice areas. Before her time at Ice Miller, she was a Vice President of Business Development at BNY Mellon, where she led corporate trust business development efforts for the public finance sector in the Midwest and Northeast. Additional roles include Regional President and Vice President of product program and retail operations for the Girl Scouts of Greater Chicago and Northwest Indiana. Jennifer began her work in fixed income in corporate escrow and commercial paper with JPMorgan. Before her term as president of national Women in Public Finance, Jennifer served on the executive committee as Vice President of Conference and board member for two terms, leading efforts for sponsorship and the annual conference. She also serves on the board of Northeast Women in Public Finance, the board of directors for the Civic Federation of Chicago, Chicago Summer Business Institute board and the Miller Community Fund board in Gary, Indiana, where she resides. She is a prior board member of Chicago Women in Public Finance and previous Chair of BNY Mellon’s Women’s Initiative Network. Jennifer also knits for several charitable organizations. Jennifer was recognized by Northeast Women in Public Finance with a 2021 Trailblazer Award, honoring women in public finance who are helping to define a new generation of leaders. Jennifer is a Board Trustee at her alma mater, Calumet College of Saint Joseph, where she graduated with a Bachelor of Science degree. She earned her Master of Business Administration from Purdue University. Additionally, she has shared her expertise as an adjunct professor.

She began her career in public finance with First Southwest Company in 2007 as an analyst for the public finance team in New York City. She spent over 13 years at the merged (First Southwest Company & Southwest Securities) broker-dealer, Hilltop Securities, Inc. Kayla’s experience as Municipal Advisor includes issuers across the nation focusing on state and local governments, transportation, housing, higher education, and many unconventional transactions such as stadium financings and pension bond financings. Kayla’s involvement in Women in Public Finance began in 2008 with the Northeast organization to which she is still a member. She has been the Treasurer of Boston Women in Public Finance chapter since 2019 and is also a member of the WPF Mentorship Committee since 2018. Kayla received her Bachelor of Science in Business Administration majoring in Finance from the University of Rhode Island. She was named a 2018 Bond Buyer Rising Star and is also a graduate of the Securities Industry Institute program at Wharton (2017-2019).


Amanda Lee

Amanda Lee is a Senior Vice President at Jefferies LLC. She has over 16 years of experience in public finance investment banking, and has senior managed approximately $20 billion of financings, primarily for borrowers on the East Coast and in the Midwest. Her experience spans many sectors and includes the development of multiple new credits. Prior to joining Jefferies LLC, Amanda began her career at Bear Stearns and then joined J.P. Morgan. She is based in New York City and graduated from Boston College with a BS in Finance and French.


Melanie Johnson

Melanie Johnson joined Piper Sandler in 2006 and is a managing director in public finance investment banking. She works primarily with state housing finance agencies, serving as underwriter or financial advisor to several agencies across the nation. Ms. Johnson has experience with tax-exempt and taxable single family and multi-family mortgage revenue bond transactions. She oversees all quantitative analysis, including yield calculations, rating agency cash flows, cash flow projections and bond issue structuring. Ms. Johnson also has extensive experience with colleges and universities, as well as other non-profit and governmental clients. Ms. Johnson is a CFA® charterholder and is a registered securities representative holding Series 7 and Series 50 licenses. She graduated summa cum laude from the University of Northern Iowa with a bachelor's degree in finance. Ms. Johnson serves on the National Women in Public Finance Board, chairing the Mentorship Committee, and is a past president for the Minnesota Institute of Public Finance Board. She also chairs the Downtown Community Board for the YMCA of the North and is a member of the Woodbury Racial Equity Steering Committee.


Biljana Seki

Biljana Seki is currently the Assistant Treasurer at the Los Angeles County Metropolitan Transportation Authority (Metro), where she manages the debt and lease portfolio. Mrs. Seki also facilitates financings in the capital markets to ensure liquidity for Metro's capital program to fund transportation projects. She works alongside Metro staff to collaborate effectively with financial institutions, rating agencies, and other external stakeholders that provide services to Metro. Prior to joining Metro in 2021, Mrs. Seki worked at the County of Los Angeles, where she assisted in issuing municipal securities to fund capital projects and cash flow needs. She also supervised bond financings sold by school districts and community college districts located within Los Angeles County. Before joining Los Angeles County, she worked at Dolinka Group LLC, where she provided financial advisory and consulting services on Community Facilities District bond financings. Mrs. Seki currently serves on the national board of Women in Public Finance. She earned a Bachelor degree in Economics from the University of California, Irvine.


Toni-Marie Kahre

San Diego County Water Authority

Toni-Marie Kahre is currently a Senior Management Analyst with the San Diego County Water Authority. Toni-Marie joined the Water Authority in 2019 as an Assistant Management Analyst in the Budget and Treasury division of the Finance Department. She has made significant contributions to high profile and complex Water Authority financial projects such as debt refundings, the FY22&23 Budget, the 2021 Long-Range Financing Plan, and the Series 2022A Bond issuance. Previously, Toni-Marie was a Relationship Specialist at Chandler Asset Management, a San Diego based fixed income investment firm, working closely with the Sales & Marketing team to drive strategic business development initiatives. Toni-Marie obtained her Bachelor of Science degree in Business Administration, Emphasis in Finance, from San Diego State University and currently serves as the President of the San Diego Chapter of Women in Public Finance.


Lindsay Evans

Lindsay Evans joined BOK Financial Securities, Inc.'s Texas Municipal Finance team in April 2023 and specializes in public finance. Prior to joining BOKFS, Ms. Evans was a Managing Director for Hilltop Securities where she served for 15 years as an investment banker and head of training. She provides financial advisory and underwriting services to cities, schools, universities, hospital districts and counties. Ms. Evans was named one of the Bond Buyer's "Rising Stars" in 2021 and is a National Women in Public Finance Board Member. Ms. Evans is a FINRA representative, currently holding Series 52, 50 & 63 licenses.


Anna Horevay

Anna is a public finance attorney in the Baltimore office of McGuireWoods LLP, a full-service law firm with 1,100 attorneys across 21 offices globally. She works on infrastructure projects that transform and revitalize communities throughout the country, serving as developer’s counsel, borrower’s counsel, bond counsel, underwriter’s counsel and bank counsel from conception to financing. Anna partners with issuers, underwriters, developers and borrowers on a variety of financing structures with a particular focus on public bond offerings. In addition to her finance practice, Anna provides guidance to clients on tax credits and other governmental incentives. Anna gives back to organizations that support diverse attorneys and professionals in their path to excellence, which have been impactful and meaningful in her career. In 2019, she co-founded the Maryland chapter of Women in Public Finance and is a founding director on its board of directors. Additionally, Anna is the president of the Asian Pacific American Bar Association of Maryland. Anna also serves as the co-leader of the McGuireWoods Baltimore office’s community initiatives, which include community service activities for veterans and for the unhoused population in Baltimore.


Romy McCarthy

Romy McCarthy joined D.A. Davidson in 2022, bringing more than 30 years of capital raising expertise, specializing in healthcare and senior living finance. Ms. McCarthy has worked with an array of healthcare and senior living clients including hospitals, health systems, clinics, continuing care retirement communities, nursing homes, assisted living providers and affordable housing providers. Within these sectors, she has completed more than 134 transactions in excess of $4.7 billion for organizations nationally, including a transaction which received the The Bond Buyer’s “Midwest Deal of the Year.” Ms. McCarthy works with both for-profit and non-profit organizations and her scope of services includes mergers, acquisitions and affiliations as well as sourcing debt and equity capital. Prior to joining D.A. Davidson, McCarthy was a Managing Director at Piper Sandler and a Director of Ziegler Capital Markets Group. Ms. McCarthy earned a bachelor’s degree in business administration with an emphasis in finance from Carroll University (Waukesha, Wisconsin) and a Master of Business Administration degree from Marquette University (Milwaukee, Wisconsin). She is an active participant and sponsor of LeadingAge and holds her Series 7, 50 and 63 licenses. Romy is the VP of Mentorship and a founder of the Wisconsin Women in Public Finance Chapter and a new board member of the WPF where she will chair the Scholarship Committee as well as join the Communications Committee.


Christine Pihl

Christine Pihl, Managing Director with RBC Capital Markets, is an investment banker working with State and local governments and agencies, and public utilities in raising capital through the municipal bond market. Her recent experience includes the issuance of $438 million of revenue bonds for the Los Angeles Department of Water and Power to fund capital expenditures and refund prior bonds for savings. Christine served as lead banker for the California ISO for the issuance of $174 million of taxable revenue refunding bonds. Other experience includes $157 million of revenue bonds for Salt Lake City Public Utilities which includes funding a portion of the City's WIFIA match. Christine led both the initial $514 million and subsequent $274 million refunding of the Windy Point Project Bonds for the Southern California Public Power Agency and the Los Angeles Department of Water & Power, as the largest participant. The Windy Point/Windy Flats project was the largest electric power prepay transaction and is among the largest wind farms in the nation. Her experience also includes working with many public utility districts in Washington Christine serves as a Board Member for the Pacific Northwest Chapter of Women in Public Finance and for Invest in Youth which provides one-on-one, after school tutoring/mentoring to elementary students in five Seattle Public Schools. Christine holds the following licenses: Series 7, 24, 52, 53, 63 and 79. Christine has a B.S. in Economics from the Wharton School of the University of Pennsylvania and a M.B.A. from the University of Washington.


Tamika Reed

Tamika Henry Reed is an investment banker with The Frazer Lanier Company headquartered in Montgomery, AL. Prior to transitioning into public finance, Tamika was a staff attorney for the Alabama Education Association (AEA) where she represented public school education employees with legal issues throughout the state of Alabama. Tamika received her Bachelor of Science Degree in Psychology from Xavier University in New Orleans, Louisiana, her Master of Arts Degree in Educational and Counseling Psychology from the University of Missouri at Columbia and her Juris Doctorate Degree from the University of Dayton School of Law. She was admitted to the Alabama State Bar in 2008 and has obtained the Series 63, the Securities Industry Essentials (SIE) and the Series 52 certifications. Tamika was nominated by Governor Kay Ivey to serve on the Alabama Women’s Tribute Statue Commission. She is the chairwoman of the Montgomery Health and Wellness Task Force, the 100 Women Strong Committee, and the Hugh Maddox Inn of Court Commission. She is a member of the Montgomery chapters of Delta Sigma Theta Sorority, Incorporated, The Links, Incorporated and Jack and Jill of America, Incorporated. Tamika is a native of New Orleans, LA, but has lived in Montgomery, AL with her husband, Steven since 2006. They have 3 three children.

Sarah Sanchez joined UMB’s Corporate Trust Division in 2019. As a Vice President for our Kansas City team, Ms. Sanchez is responsible for managing a wide portfolio of Corporate Trust deals. Her specialties are Corporate, multifamily housing, COPs, tax increment financings, escrows, revenue bonds, VRDO’s, education financings, healthcare, and special obligation taxing districts financings. In 2022 she became a team lead for the Kansas City Corporate Trust Team and manages a team of eight people. Prior to joining UMB, Ms. Sanchez was employed by Commerce Bank and BOK Financial. She spent 6 years as Corporate Trust Administrator in the Corporate Trust Division. Ms. Sanchez was responsible for administration of municipal bond issues used to finance capital infrastructure for governments, not-for-profit organizations, and corporations. She brings 10 years of corporate trust experience to the team. Ms. Sanchez received a Juris Doctorate at Creighton University School of Law and a Bachelor of Business with a Minor in Dance from University of Kansas. She obtained her Corporate Trust Master Certification (CTMC) and is a Member of the Missouri Bar. Ms. Sanchez serves on the Board for Sheffield Place whose Mission is “To empower homeless mothers and their children to heal from their trauma and become self-sufficient.” She has served as President of the Women In Public Finance KS & MO Chapter for the last 5 years.

When EY exited the industry that had been her focus, Laurie led the formation of her current firm. Laurie assists issuers throughout the country in navigating arbitrage and tax compliance requirements associated with tax-exempt debt, with a primary emphasis on Arbitrage Rebate and Yield Restriction. Her practice serves virtually every type of issuer from small non-profits to housing authorities to state governments. Laurie served on the Board of Directors of the Florida Women in Public Finance Chapter from 2019 to 2023 and acted as its President in 2023. Laurie received a Bachelor of Science in Business Administration with a major in Finance from the University of Florida.


Tina Wilson

Tina Wilson is the Deputy Chief Financial Officer for the City of Atlanta and has worked in progressive roles within finance and accounting for more than 25 years. Her experience includes strategic financial and business planning, budgeting, forecasting and productivity modeling, information systems, audit, internal control, and financial analysis and management reporting within the public and private sectors. Before joining the City of Atlanta, Tina spent more than 12 years at Hartsfield-Jackson Atlanta International Airport, working to develop and implement the capital financing plans and funding strategies for the Hartsfield-Jackson Development Program ($15B) and ATLNext ($12B), their two major capital improvement programs. Tina is a Certified Public Accountant in the State of Georgia. She is a member of the American Institute of Certified Public Accountants and the Georgia Society of Certified Public Accountants. She received a Bachelor of Business Administration in Accounting from Mercer University, a Master of Business Administration in Finance from Georgia State University, and a Doctor of Business Administration from Georgia State University.


Liberty Ziegahn

Liberty Ziegahn is a Managing Director at Oppenheimer & Co. Inc. With over 16 years of experience in investment banking and public sector service, Liberty has focused on identifying and implementing affordable and sustainable funding for infrastructure, economic development, and other transformative public projects. Liberty began her career at the State of Ohio as a budget analyst, responsible for activities related to the issuance and management of State debt, followed by banking positions at William Blair, Morgan Stanely and UBS, prior to joining Oppenheimer. Liberty received a Master of Public Administration from the John Glenn School of Public Affairs at the Ohio State University and Bachelor of the Arts in Economics at Valparaiso University where she participated in Division I Soccer and the Hangzhou, China Study Abroad Program. Liberty also serves on the Board of Directors for the Homes for Children Foundation and the Chicago Summer Business Institute. Originally from Anchorage, Alaska and she now resides in Chicago with her family.
